摘要: 地震监测站网评估是一项复杂的系统工程, 评估指标体系的研究和确立是非常重要的技术环节, 也是实施定量化评估必不可少的核心要素。 本文在研究过程中, 首先对评估理论模型及评估指标体系构建原则和方法, 开展了比较广泛的调研和分析; 同时, 基于中国地震监测的历史、 现状及其未来发展, 依据现行地震监测业务体系, 对地震监测站网的基础架构和系统特性进行了比较全面的研究、 分析和讨论; 在此基础上, 通过分析和明确地震监测站网的评估目标, 示例性研究和构建了覆盖布局合理性、 测量精准性、 观测可靠性、 数据科学性等分解目标的三级评估指标体系。 本文的研究结果, 比较全面和客观地反映了中国地震监测信息系统的基本特性, 预期为地震监测站网的综合性评价工作提供必要的参考和支撑。

Abstract: The evaluation of seismic monitoring station network is a complex system engineering. The research and establishment of evaluation index system is a very important technical link, also as an essential core element for the implementation of quantitative evaluation. In this paper, we have carried out the extensive research and analysis on the system evaluation model, and the principles and methods of the system evaluation index system construction firstly. At the same time, we have studied, analyzed and discussed the infrastructure and system characteristics of earthquake monitoring station network comprehensively, according to the current business system of earthquake monitoring, and also the history, current situation and future development of earthquake monitoring in China. On this basis, by analyzing and clarifying the evaluation objectives of the seismic monitoring station network, a three-level evaluation index system is studied and constructed, which includes the decomposition objectives of layout rationality, measurement accuracy, observation reliability, data scientificity, and so on. The comprehensive analysis shows that, the evaluation index system constructed in this paper thoroughly and objectively reflects the basic characteristics of seismic monitoring information system in our country, which is expected to provide neccessary reference and support for the comprehensive evaluation of seismic monitoring station network.
