Abstract: Both mutual action and influence are between crustal deformation and underground water. At first, the mutual relation between crustal deformation and underground water was researched by means of the model of dilatancy-crosspass, the mutual action and influence between crustal deformation and underground water was discussed, then the mutual action, mutual influence and it's action for triggering earthquake was further analyzed if crustal deformation and level of underground water is a major control factor, and finally the relation was confirmed through the example of earthquakes.

Key words: Crustal deformation, Level of underground water, Mutual action, Mutual relation
