Abstract: By using the method of Software Engineering and RUP (Rational Unify Process), the authors introduced the design and realization of the web information system in the National Headquarters for Earthquake disaster Mitigation and its main functions in this paper. A series of process of the development of web information system are also introduced, such as requirements and cases analysis, architecture design, detailed design etc. Then the concrete realization of disaster information issue mode was particularly described. At the same time, some technological questions during the development process were discussed and solved in the practice.
