Key problems on developing and revising the urban emerg- ency response plan of destructive earthquakes

Abstract: As a guide for earthquake hazard emergency operations, the urban destructive earthquake emergency plan is essential for urban earthquake disaster management. Considerations of damage assessment information, communication, direction and control, emergency response and environment are key problems of the destructive earthquake emergency plan. Based on analyzing the concepts of earthquake emergency management in the disaster operations and mitigations plan of some foreign regions, along with investigating the destructive earthquake emergency plans developed by many cities in China, this paper discussed those problems which should be treated properly on developing and revising the urban destructive earthquake emergency plan.
