Abstract: At present, most geologists believe that the development of the earth, including crustal movement and seismic activity, is decided by the internal factors of the earth, and the external factors are secondary. The author believes that though the earth is a celestial body with large volume and definite boundary, from the view of the Milky Way system, it can not exit alone but only depend on the solar system for existence. During the development of the solar system, the sun is the center and plays the main role. It is certainly true that the development of the sun controls the development of other planets. So the study on the sun activity, the transportation of the energy from the sun to the earth and the physical mechanism of the energy coupling, including the momentum and the mass, between the sun and the earth is a practical approach to study the earth development. The discovery of the crustal“rolling and extending”indicates that the study of the physical mechanism of the energy coupling between the sun and the earth has made a big breakthrough. The paper dis cussed the sources of seismic energy and seismic forces and the seismogenic conditions and locations by applying the theory of crustal “rolling and extending” effect. According to the mechanism of crustal “being rolled”,the distribution regularity of the crustal “rolling and extending” effect on the earth surface has been quantitatively analyzed, the controlling factors of global strong earthquakes have been inferred from the theory for the first time. These controlling factors have been proved by the observed data,and at the same time,this will provide theoretical and practical basis for the existence of the physical mechanism of the energy coupling between the sun and the earth — the mechanism of crustal “being rolled”.
