Abstract: Structural environment, evolutional history and the formation mechanism of Songliao basin are analyzed in this paper. It shows that Songliao basin was formed by means of simple cutting on the especial structural background in Northeast China region in Mesozoic. Songliao basin is divided into 6 first grade structure cells and 31 second grade structure cells based on the characteristics of shallow tectonics. On the other hand, we analyzed time characteristics of shallow focus earthquakes in this area, the results show that there is a periodic feature of 20 years, and divided into 5 activity periods. Now it is in the late stage of the fifth activity period (1999—2010), 1~2 strong earthquakes in the future may occur. Based on characteristics of seismic activity, and earthquake occurrence in pair in Songliao basin, the Hulun Buir of Inner Mongolia and the neighboring area will be risky regions.
